The Department of Public Works and Highways (DPWH) MIMAROPA Region’s Regional Director, Gerald A. Pacanan, once again proved his exceptional leadership and dedication to public service after his office was recognized as the Best Regional Office during the DPWH’s 127th Anniversary Celebration held on June 23, 2025.
DPWH Secretary Manuel M. Bonoan presented the award to Director Pacanan and his team in recognition of their outstanding performance and vital contributions to President Ferdinand R. Marcos Jr.’s “Build Better More” infrastructure initiative.
Driving Growth and Connectivity in MIMAROPA
Under the leadership of Director Pacanan, the DPWH Regional Office IV-B successfully completed several major infrastructure projects that improved mobility, enhanced safety, and strengthened economic activity in rural and developing areas across the region.

Among these is the Malibago–Balagbag Ridge Road Project in Torrijos, Marinduque, a 1.9-kilometer concrete road that reduced travel time from one hour to just 10 to 15 minutes, significantly benefiting local farmers and residents. Another key project is the New Multi-Purpose Building in Romblon, which reconnected communities that had been separated by previous typhoons, restoring access to essential services and trade.

These projects demonstrate MIMAROPA’s strong commitment to building a reliable network of roads and bridges that promotes inclusive growth and long-term development for all.
A Model of Excellence
Director Gerald A. Pacanan is widely recognized for his accountability, teamwork, and efficiency in project completion—qualities that have made MIMAROPA one of the best-performing regions in the country. His proactive approach to addressing infrastructure challenges, particularly in remote areas, has set a high standard for effective governance and timely project implementation within the DPWH.

Secretary Bonoan emphasized that the success of the department’s infrastructure programs depends greatly on the dedication and hard work of regional and district engineers, who transform national plans into concrete results. The recognition bestowed on MIMAROPA highlights its excellent management, technical expertise, and commitment to the goals of the Build Better More program.
Continuing the Commitment to Public Service
As the DPWH celebrates 127 years of service, Director Pacanan reaffirmed the agency’s mission—not only to construct roads and bridges, but also to create opportunities that uplift the lives of Filipinos.
He emphasized that infrastructure is more than just physical development; it is the foundation of national progress, serving as a pillar of mobility, safety, and resilience for generations to come.
Through its continued excellence and innovation, DPWH MIMAROPA remains a key partner in building a more connected, prosperous, and resilient Philippines.
